In 1969, Msgr. Caraballo was the pastor of Immaculate Conception Church in Ewa, where he served for 13 years until his retirement in 1982. While at ICC, Monsignor was assigned to set the groundwork for St. Jude Church in Makakilo, which after more then 30 years, was finally built and dedicated in 1999. Msgr. Caraballo passed away in April of that same year.
